Rochester is a city not a county. The county is Olmsted.

The name Andrew Peter Paulson, and especially the spelling Paulsen, seems to be more of a Norwegian name, than a German name. Maybe even a Danish name, but Scandinavian at least.

I did find Charlesworth A.P. Paulson in a San Francisco directory
