Minnesota became a state in 1858, but Minnesota territory at one time went all the way to the Missouri River. Check out this map:

The Walhalla area is in Pembina County, North Dakota today, but Pembina county is right on the border with current Minnesota, and Canada. But back then, it was part of the Minnesota territory.

This website tells about the dates for Walhalla:
http://en.wikipedia.org/wiki/Walhalla,_North_Dakota

Walhalla was established in 1845.[5] Walhalla is the second oldest town in North Dakota, its history bound up in the fur trade of the Red River Valley.[6] One mile northeast of town is the North West Company fur trading post, established in 1797 by David Thompson, and in 1801 moved to a site one mile east of Walhalla, where a reconstructed building is now located.

Also about one mile northeast of Walhalla is the Gingras Trading Post [7], established in the 1840s by the Métis legislator and businessman Antoine Blanc Gingras.

That still doesn't answer the question about the marriage certificate. There is a marriage online index, but I did not find them there. You can check.
