I know what you mean about the naturalization papers, I got the same thing from Douglas county for my grandfather. Those were the final papers, but I believe that before they got the final paper, they had to fill out an application, and on that application the information about them in detail can be found. I've seen that for someone else, and that type of paper came from the Minnesota History center in St. Paul. Maybe they can help you with learning more about that if you email the iron range research center.
Or check out the Minnesota history center/historical society and see if I am right about the application papers.
I searched at ancestry.com, even though I don't have a subscription (if you don't try your local library, sometimes they do, and you can use it.) it showed that a Steffen Chi. Jensen born the year you say, came into the USA in 1890, through New York. And the info is at ancestry.com. Ellis Island records don't start until 1892, but the records must be somewhere for your Steffen.
