Hastings Insane Asylum

I really need to know more about an "inmate" of 1920.

Are there records to be searched for the Hastings State Insane Asylum?

I believe this is ours. He was last in Chicago, Cook, Illinois saying he was born Nov 26 1874 on his World War I Draft Card when yet he was born Nov 26 in 1882/3 from other records. On WWI card he gives his "Mailing Address: Mrs. S. K. ASHCRAFT of Frazeysburg, Ohio". This is written in the spot under Height and Build section.

So I know I am following the right one who then can't be found in a 1920 census except this one in Hastings State.

No other James KEEFE for this area in any other year : 1857, 1865, 1880, 1885 1900 or 1930..
