I'm sorry that I can't help your daughters best friend find out more about her Mincey heritage, but the Minceys that I am most familiar with were from western NC during the early and middle 1800's.

I am no expert on Mincey research and I would definately get other oppionions on this, but for the most part when you get back to the mid to early 1800's in Georgia there are two distinct Mincey/Minshew families. The descendants of Aaron who settled in the northern counties and those of Abraham who settled near Screven county Georgia. Whether the two men are related has to be proven, but I think that eventually we'll be able to link all Mincey families if we come across enough records to document our findings.

I hope this helps you with your research.
