I have MILLINER ancestors from the Almondsbury area. Sorry, but I don't have your Arthur Edward Milliner in my database. Would be happy to help if I can, esp. if you manage to go back another generation; may have a match for you then.
The civil birth or marriage registration for Arthur should indicate who his parents were, so that's a good place to start. Good that you already have an approx. year for both b. & m.

Stephen Bracey m. 9 May 1847, Priscilla Milliner; Emily Bracey m. 24 Apr 1858 in Almondsbury, Charles Milliner.
