I think I have found a reference to "Dr. Milligan" and it isn't quite what I expected, but I am sure you will find the reference interesting. I came across his name today in James Brown's "The Epitaphs and Monumental Inscriptions in Greyfriars Churchyard, Edinburgh".
ROBERT LINDSDAY MILLIGAN, M.D., 1834
In memory of William M'Lellan Gregory, the infant son of John Gregory, Esq. Also, Mrs. Susannah Ann Byecrof, who died in Edinburgh on Sunday the 5th December 1830, aged 30 years, much regretted.
M.D. = Doctor of Medicine.
It would help if you could give me some idea of the dates eg. births etc of the people referred to in your email.It is evident Robert L. Milligan of 1834, isn't the same Robert L. Milligan of Dumfries listed below, who appears to have been a nephew.
It would appear John Milligan of Dumfries, family mentioned below, was a brother of Robert Millgian of Edinburgh.
The headstone in Greyfriars, Edinburgh, was erected in memory of the person mentioned. He must have been closely related to John Gregory, Esq. of Edinburgh.
It looks to me as though, Margaret Lindsay Milligan was a brother of Robert L. Milligan and John Milligan mentioned below.

Robert Lindsay Milligan of Edinburgh was Margaret Milligan's brother. Jane outlined to me the story of the connection with John Lyon Bowes, 10th Earl of Strathmore. The headstone above links John Gregory Esq., with Robert Linday Milligan. I hope this is of help.
