I haven't been actively researching this line, I've been chasing a horse-thief across Texas on another branch- but here's the Millard bits I've found.Hope this helps:

This Stacy (Randolph) Millard is believed to have been the WIFE of Rial H. Millard (abt1799-abt1844). Rial H. was son of George Washington Millard (1773-1815), son of Samuel Millard (1740/41-1798), son of Timothy Millard (1702-1764), son of Thomas Millard, Jr. (abt 1669-abt 1761), and finally Thomas Millard (abt 1648-unk) of Birmingham, England.(Whew!)
Now that we've established a foundation for the linage - let's attempt to go forward. Based on a couple of my assumptions, I believe that William Johnson Millard is son of Rial H. and Stacy Randolph Millard. Read the 1860 Census Index for Bledsoe County again:

Since two children of William J. have the same unusual names of their alleged grandparents - Stacy (Stacie E.) and Rial (Ryall H.) - I think that serves as basis for possible linage. Also note that based on age of 1st wife Sarah, and age of 2nd wife Elizabth; William Samuel may actually be son of 1st wife.
**Haven't had time to locate 1870 Census info, but here's 1880:

**Please note that between 1850 and 1860, portions of Bledsoe and Morgan Counties became Cumberland County. So our Millards could be spread across Bledsoe, Cumberland and Morgan Counties - and not have had to move too many miles!

H (1800-1844)). Note that this site implies that a Nancy Adkins may have been William J's mother (which would mean a first wife for Rial H, before Stacy). BUT if you check the LDS site, Familysearch.org - a Nancy Adkins is listed as MOTHER of William J's wife, Elizabeth Patton.
That's as far as time has allowed - hope you can find more...and of course some proof. And please let me know what you find.
