Yes it is possible that your mother was listed twice on the census. I had a uncle who divorced his wife and they had 2 children neither child was with the either parent. I found theie 2 boys in 3 orphanage homes. The oldest boy is only listed once. But the youngest child was listed twice because when they took the census at his first orphanage he was 2 years 11 months but, When this child turned 3 years old they moved him into a orphan home for older children and the census was taken again of him. (In doing some research I found out that the first home only took children up to the age of 3) So yes your mother can be on the census twice. If I can be of any more help me let me know I also have the indexes census for 1870,1900, 1910, 1920, 1930. Not always can I find everyone but will always try.
