Lewis Elijah Scott b. Wayne Co. 1855

I've been searching for my great-grandfather's parents for years. I have a great candidate, but no actual evidence. Lewis Elijah Scott was born in Wayne County, MI in 1855. In the 1860 census in the adjacent county of Washtenaw there is a Lewis, age 5, in the home of Richard M. and Anna (Van Schoick) Scott. Given that the population of the entire state was 749,113 in 1860 (how many Lewis Scott's born in Michigan in 1855 could there have been?) and that Wayne and Washtenaw are next to each other (Washtenaw, in fact, was part of Wayne until 1826), it seems a reasonable assumption that Richard and Anna are indeed Lewis Elijah's parents, but like I said, I can find no proof. Can anybody help with this?
