Well, that was quick! The Monroe Historical Commission came through with a chart from the book, Race and Kinship in a Midwestern Town. It turns out that James W. Foster's mother was of African descent. The book talks about that family, but I would need to go to Monroe to read it, and that's probably not going to happen soon.

Still, what a find!
