As a hobby, I rescue old photos from auctions and antique shops. I picked up one of a little boy, and he's identified as: Ralph LeVan age 22 months.
It was taken in Grand Rapids, MI. My guess is it was taken late 1800s, early 1900s. He's wearing a jacket with a "sailor" style collar, but it's not a Sailor suit. He has a neckerchief tied infront of his neck. He's wearing a pleted skirt, long dark socks and high top leather shoes.
