I know this is an old post, but in your search for Phoebe, try this ...

Phoebe F Andrews Born 03 September 1838 New York.

Her mother Phebe Conger (according to information from marriage to Mathew McLain)

Married 1st Judson Seeley (I don't know when)

Married 2nd Mathew McLain - 24 June 1903 Otisville, Genesee, Michigan

Married 3rd William Sanford - 09 October 1913 Flint, Genesee, Michigan.

She died 25 February 1920 - Bay City, Bay, Michigan and is buried somewhere in Otisville Michigan. Smith Cemetery might be a good place to look.

My information comes from the following sources:

Word of mouth, and you know how trustworthy that can be, but it deserves a follow-up.

Family Search Record Search http://search.labs.familysearch.org this is where I find Phoebe's marriage to Mathew McLain, her name being spelled Phebe Suley.

The Flint Genealogical Society's marriage records, Phoebe McLain, maiden name Andrews, married William Sanford.

http://seekingmichigan.org/ supplies her death certificate under the name Phoebe Sanford.

I can't say I'm completely satisfied with this information, but its all that I've been able to find about her, so I hope it helps.

Pam McLain
