I found several Tebos that might be the ones you are looking for. One thing you might want to consider in looking for William H. is that in 1870 he was referred to as Henry.

In 1900:

Charles Tebo, born 1855 was living in West Bay City with his wife Mary and 3 sons and a daughter.

Louis Tebo, born July 1857 was living in Thompson Twp, Schoolcraft, Michigan. He was married to Valentine and had 2 sons and 2 daughters. His father was born in Michigan and his mother was born in Canada according to the census, which fits with Frank and Flora's information from the 1870 and 1880 censuses.(There was another Louis Tebo, age 42 living in Detroit with his wife Florence and a daughter and son, but his father was supposedly born in Canada and his mother in Michigan.)

I also found several Tebos, particularly Charles, in the Bay City directories, but never a mention of William H.
