After much research I did find a couple that might possibly be the parents of your Manuel de la Garza.
I can not be absolutely sure but I did find that there was a couple that lived in Burgos in the 1800's. The couple was Manuel de la Garza and Anselma Flores. I found the following children for them. I do not know when this couple married but I did find the following children listed as a result of the marriage. There could have been more children but the following are the names and approximate years of their births that I did find.

Paula DE LA GARZA FLORES b. abt. 1839
Manuel DE LA GARZA b. abt. 1843
Maria Ignacia DE LA GARZA b. abt. 1846
Tomas DE LA GARZA b. abt. 1847
Justo DE LA GARZA b. abt. 1849
Eusebia DE LA GARZA b. abt. 1851
Maria Isabel DE LA GARZA b. abt. 1853
Andrea DE LA GARZA b. abt. 1854

which you will need to order from the nearest LDS Family History center so that you can review them. All these children were born in Burgos.
I hope this helps. I knew I had seen the name de la Garza Flores in Burgos before, but I did not know where. By searching at the LDS site (http://www.familysearch.com) and
working with different variations on the name I was able to find them.
I have not spoken to my dad yet, but I will ask him if he knows if the prison in San Carlos is still in existance.
