Eureka Colony/Settlement in Tampico of Free People of Color from Louisiana

Hello,

I am looking for information about a settlement of Free People of Color in Mexico. The settlement is said to have been located in Tampico, Tamaulipas, perhaps very close to to Vera Cruz.

I am trying to learn in what year these family members went to Eureka from New Orleans, Louisiana. I know that one of my great-great grandmother's sisters was born there in 1863. It looks as if some of the family returned to New Orleans by 1870.

Please help me if you can. I look forward to your reply.
