Mexico Birth Records-Railroad connections

Family history states that my grandfather was born in Mexico City (Per US Census). His father's obiturary says he was "Paymaster for the Railroad in Mexico City".

My grandfather was born in 1887 and was named Joseph L Dunham. His father was George M. Dunham, born in New York? and later lived in Chicago. Both his parents are American citizens and are found in later census records in Wisconsin.

I can find little information regarding this birth and have several questions.
1. Would GMDunham have been working for a Mexican owned railroad? If so What might it have been called. Or was he working for an American railroad building lines into Mexico?
2. Where can I find birth records in Mexico or online?
3. Were American citizens working in Mexico subject to American Census of 1880? Does Mexico have Census records for that period.

any thoughts will be appreciated.
