Lesley, there are two books about Baja California genealogy, "Guia Familiar de Baja California" [Martinez, Pablo] and "Baja California 1901-1905" [Pinera, David]. In case you lived in Southern Cal. both titles are available at the San Diego Central Library and some university libraries, [search http://www.dbs.cdlib.org ]. The Guia Familiar is also at Los Angeles Central Library.
The Guia index list has more than 100 entries for Arce and an entry for Pelarrey. The other book has about seven entries for Vidal.
Francisco Andonaegui [1850-1932] was one of the first Ensenada settlers. He married a Clara P. [Pelarrey? 1861-1940]. By the way, there are another 2 queries on the Mexico Genealogy Forum regarding Vidal and Pelarrey [messages #5230 and 5231] Have you seen them? It seems to me they refer to the same families you are looking for.
Hope this information helps.
