I have the J Porteous Douglas booklet, the English Mells came from the York area and moved east to the East Riding of Yorkshire (also a branch in Lincolnshire)during the 1600s (the author is related).The name is unusual in England and closely related to the areas mentioned in the booklet.I can make no useful comment on the name in any other country.
