Serfdom and villenages

While reading an introduction to a book which has nothing to do with genealogy something was written which I'd like to know more about.
Remarking on the English reign of Richard II and the Peasant's Revolt the author said that laws were passed to lower wages and prices and "genealogies were searched to reimpose the bondage of serfdom and villeinages on men who though themselves to be free".
While I am familiar with the concept of serfdom it was new to me that genealogies were complied on these persons.
My questions are who held these genealogies? Also,are there any reference materials out there that educate about this subject;specifically in relation to genealogy?
Do any of these records still exist?
