I searched the 1910 Census for Baileyville, ME page by page.There were no Sevigny's or Tozier's at all.
If Helen, Marie and Emily are Dorothy's sisters, then it looks to me like their parents were divorced.In 1920 Dorothy's mother was already living with another husband while the other girls were with their father.It looks like when Dorothy was small, she went by her stepfather's name, Tozier, but ten years later, she was being called "Dorothy Sevigny", so she must've insisted on using her father's name.
