I would look for an obit on Rosa or on James ... Probably Rosa, and hope for a date of marriage. Maybe and other details. Do you know where/when she died? Meanwhile, from the 1930 census, WA DC I show:

Walter Mullin 48, born VA, parents VA, married at 19, Laborer, where?
Anna 49, VA, parents VA, married at 18, none
Earl 21, born Maryland, parents VA, Married, at 19, Porter at Clubhouse
Edward 20, " DC " Married at 20?, Fish??? what?
Anna L, daughter, 12, born DC, student
Rosa May (or Mai)18, born GA, parents GA, married at 17, servant private family

If the family is black then we have a match. Did you want to go back in time?
