I did some further work on this, and I wrote to the historical society in Carroll County, MD.

Myers District (Dist. No. 3) is roughly the location of Piney Creek Hundred, which seems to be the preferred name of Piney Run Hundred. A "hundred" is an old British land division. Piney Creek Hundred was transfered to Carroll County when it formed from the larger Frederick County. It was bounded by the Monocacy River in the west (current Frederick-Carroll County boundary), by Piney Creek and Big Pipe Creek in the south (a line north of Taneytown), and by the Old Hanover Road near Union Mills in the east.
