The address you give for the Mayor is located in Baltimore City
as for Stoney Ridge
i found a Stoney Ridge Rd located south east of the town of Sykesville,Carroll County Md on the edge of Patapsco Valley State Park a few miles north of the Carroll Co./Howard Co line.
The zip code for that area is 21104.
If you use this link and put in "Stoney Ridge" 21104
it will show you exactly where it is.
