I take it that the two Josephs were born in England?
If Thomas was born in Ireland, you probably will not find his civil birth registration because they began in 1864, but you may find a church baptism. If he married Jane in Ireland you should find his civil marriage record.
You should be able to get Jane's last name from Joseph's birth record, but I don't know about searching in England.
Here is a very good site for searching for Irish records, unfortunately they are missing Co. Monaghan where many McQuillans lived. Perhaps they will add Monaghan in the future. They contain all/most of the available baptism records for many counties. They charge 5 euros to see a transcription of a record, but searching the index is free, and if you search carefully you might determine whether it is worthwhile paying for a record.

I couldn't find a Thomas McQuillan born in 1856, but there was a Thomas Quillan born in 1856 in Meath. (Of course, the parish baptism register may have been lost, or he may have been born in Monaghan).
If you ever learn Jane's maiden name that will be a great help.
