The family is mentioned in "Mehaffie Descendants" 1914, Harrisburg,Pa. They were from Shermansdale, Perry County, Pennsylvania. James is listed as being "Of New Bloomfield" (page 86)
I suspect that, like the Smileys, they were from "Ulster", and the family probably originally came from Scotland. This ethnic gropu is called "Scots Irish" in Pennsylvania, and "Ulster Scots" in Canada.
