McKEE, George and HOCKNELL, Frank, IOWA

I am trying to find out why my relative, Frank Hocknell, was living with a George McKee family in 1900. I found them listed in the 1900 Concord, Hancock, IA Census, p.4/219A, as: George, 41, b. Aug 1858; Ida, 30, b. Aug 1869; Gracie, 13, Dec 1886; Minnie L., 9, b. Oct 1890; Frank Hocknell, 11, July, 1888. (George and Ida were born in Germany, children in IL). There is a note written across the line for Frank's information: "This boy is from the orphans home, to remain with George McKee untill (sic) of age."
