There is a memorial for Arthur McDowell d 1941, 162nd Depot Brigade AR, in a small country cemetry near Kelso AR, in Desha Co AR, and it is Kelso Cemetery. This is on findagrave.com.

There don't appear to be any other McDowell family members buried here. I find a report of deaths in Desha Co and he died Nov 1941, was 53 years old, which would make him born about 1888. I found a WWI reg card for one who might be him, in Poinsett Co AR. It gives his birthday as July 7 1888, born Waltha MS. That could be Walthal Co MS.
