Anti-miscegenation question

Hello,
I was wondering if anyone can tell me about a Anti-Miscegenation. I looked up my gggGrandparent's marriage and there was a form filed for the County of Grainger, Tennessee in the year 1849. There was another man listed on the form and I looked him up and he also had a marriage license on file for the year of 1849. He also had a form Anti-Miscegenation on file. I was wondering if someone would know if everyone had to file a form or if only selected people had to file one with these forms with Grainger Co. Tennessee at least in the year of 1849?
I had never heard of this until I found it a few days ago. I was hoping someone could tell me more about why it was required? Thank you for any help you can give me.
