The full maiden name of Julie's mother would be on the full copy version of Julie's birth certificate. There is an online publications with the addresses of the various vital statistics offices that have such records :

The names, ages and birthplaces of Julie's parents would be on the birth certificate I just mentioned. The full copy version is a photostat of the original, usually containing the signature of the attending physician.
Some states put the same names, ages and birthplaces on the bride's marriage license. The names may also be on the death certificate, but facts are not always accurate on death certificates because the informant doesn't know or is in grief.
The parents' names would be on the baptismal record, if any. And probably in the hospital record of the birth.
Julie's maiden surname could be mentioned in her husband's obituary.
If you knew Julie's maiden name, you could look her up in a census, now or later. The latest census released to the public is the 1930 census. 1940 is expected to be released in the year 2012.
