I have a John Massey in Fairfax Co., VA in 1782. Then in 1789 there is a J. Massey, T. Massey and (I think) S. Massey in Fairfax, taxables in the same household. That same year and in 1797 John Massey was living in the area that is now Arlington.

I believe that T. Massey is Thomas Marcey, who married Elizabeth Richards in 1792. Thomas and Elizabeth lived in Georgetown DC and had several children. I believe that S. Massey is Samuel Marcey, who is the father of most of the Arlington Co. Marceys. There are two William Marceys in Arlington in the early 1800s, and I believe the older one is the son of Thomas. He does not live right by the others, who are sons of Samuel.

I have not found any Josephs.

I don't know where John Massey came from before Fairfax Co. There are so many Massey/Massie/Marcey (with many spelling variations!)lines around the state that I haven't found a connection yet.
