While it is remotely possible that the Henry Eugene Russell who married Carla Jean Marshall is related to your Henry Eugene Russell, there really isn't any indication in my records of this.
This Henry and Carla were born in the 1960s, so it's a pretty fair stretch to get back to someone who died thirty or more years earlier.
Carla was born in Huntington Pk, CA, but married in Kentucky.
I don't have anything on the ancestors of Henry, so it is, as I say, remotely possible that he is related to the one you seek, but I wouldn't count on it. More research is definitely needed.
