I MAY, have a possible answer for you on the relationship you are wondering about.

In a book on probate and guardianship records for Randolph County, I have found the following:

Samuel Mansker, administrator of the estates of: Wm. J. Bailey 1833, Harvey Clendenin 1846, Dave Murphy 1846.

17 Nov. 1833 "the court chose you, Samuel Mansker, guardian of Francis Marion Bilderback, a minor under 14 years, until the age of 21 years. 6 Nov. 1849, Kaskaskia/Chester.

Same date: Harvey Clendenin was chosen guardian for Jane Stewart Bilderback, under 14.

1846: Henry Bilderback administrator of John L. Leavitt
184 : " " Dwight Hunt
1845: " " Friend Bilderback
1844: " " Jane Bilderback

The point is, maybe there was NO relatioship at all, he was just someone chosen by the court to take in a minor child. I ran into this in Union County with a Lyndsay Mansker. The guardian turned out to be the County person in charge of taking care of minors. Samuel may have well been such a person.
