If they did officially received the winning lot they had to have paid the fee which would mean there would be more paperwork to follow if the state did not fail to keep those documents. If they did not receive the land lots in a timely manner for those days then the state would hold those lots for a new drawing later or just sold the lots to get the revenue in the state treasury. Also look for paperwork in those counties that would be the result of registering deeds of that land lot in the new county. Notify Administrator about this message?
