Nice to have a response from someone at last. Is this the Charles Ridge Mander that was the sixth child and fourth son of Thomas Ridge Mander and Sarah Bell. If so, he was born in Bloomsbury, London, England.
At a young age he joined the British Royal Navy and in the UK 1881 census, was serving, aged 17, as a 'Boy 1st Class' on the HMS Victory which was then at Portsmouth Harbour on the South coast of England.

Have a look at http://ridgemander.homestead.com/index.html. This was set up as a result of the English, Australian and American branches of this rare breed swapping notes (and also where I cribbed the words in the opening paragraph)
