Maritime Agency in Malta early 19th century.

Hi,
I'm after some information regarding a maritime agency started by two Italian nationals in Malta around the first half of the 19th century. The names of the two were Michele and Antonio Mazzitelli, the latter I believe was a master mariner. Where should I look for confirmation if this is a fact (or otherwise)? Does Malta have a maritime archive, or should I look to the British Maritime archives? Who should I contact in respect of this (if an address is available it would help enormously). Would non-nationals (I believe the two gentlemen mentioned were Italian nationals) have been allowed to start up a maritime business in Malta then ? I would appreciate any help at all from anyone with some information, please.
