Flax Growers List 1796 County Down

Recently ran across the fact that there is an Irish Flax Grower's List of 1796 and a Daniel Magorian is on it. Seems that in 1796 the Irish Linen Board published a list of 60,000 individuals who received 'awards' for planting between one and five acres of flax. Those who planted one acre were awarded four spinning wheels, those growing five acres were awarded a loom.

Same source indicates there are 2,942 such records from County Down on the Flax Grower's List of 1796. Problem: CD #271 costs $29.99. Not that I'm cheap (careful is a better word), but how do I know this isn't another Beatrice Bailey operation? Will check the public library for the Flax Grower's list.
