Was Celia an O'donnell? Looking at some MA records I see that the O'donnells connected to your Downs on the census were:

Joseph O'Donnell born Prince Edward Island, Canada married 1904 Amesbury to Julia Rooney

Agnes Margaret O'Donnell married 1907 Amesbury to Timothy O'Brien

David O'Donnell born Dec 1900 Amesbury to David O'donnell (born PEI) and Winifred Burke

Joseph O'donnell's marriage states he is a son of Anthony and Ann O'donnell. I looked for that couple with these children on the 1881 PEI census and found this:

I think maybe the youngest child "Maria" O'donnell could be your Cecelia M. Ages are often inconsistent on census so it's possible. With that in mind I checked the 1901 PEI census available at http://automatedgenealogy.com/census/index.html and sure enough Cecilia M. O'donnell is listed in the home of Anthony & Anne. The 1930 census info that Thomas gave you shows that Cecilia only immigrated to the US in 1904
