This seems to matchup with my great-grandfather's brother. At the time of Joseph's death in 1942, his brother Henry is living in Ossining, New York. This Henry's SS# was issued in New York ... and again the connection to New Bedford, where he passes away in 1966.

I strongly suspect this to be my great-granduncle. I don't know how I would acquire an OBIT from 1966, but that may lock things up.
