Old photo North Adams uniformed man 1880s?

I need help identifying this photograph. I guess it is from 1870-1900. It is one of my ancestor's, possibly a Cooney, from North Adams, Mass. He stands in some sort of uniform with what looks like a bayonet. He wears some sort of medal. He has a belt and bag that have some sort of insignia or initials on it. Possible E and another letter. E standing for Irish? I guess it is some sort of military photo. there is a fake backdrop behind it. the photographer was C. Bombardier, 44 Holden St. Cor. Center, North Adams, Mass. Is Cor. Center a correction center? why would the photographer be there?

I have put the photo up online at the following link. Any advice or input or information would be much appreciated.
