I don't know about Truman's birth, but it looks like the family fell on hard times in Granville, NY after the father, Andrew died. I thought you might like to read these articles from some old newspapers:

At a Surrogate's Court, held at the Surrogate's office, in the town of Salem, in the County of Washington, on the 10th day of April, in the year of our Lord one thousand, eight hundred and sixteen.

Present, Edward Savage, Surrogate.
Whereas Truman Parker, administrator of the goods, chattels and credits of Andrew Parker, late of the town of Granville, in the county of Washington, deceased, hath by his petition presented to the said surrogate, set forth, that the said Andrew Parker was, at the time of his death, seized of a real estate within the county of Washington; that the petitioner had made a just and true account of the personal estate and debts of the said Andrew Parker, as far as he has been able to discover the same, and that thereby it appears that the personal estate of the said Andrew Parker is insufficient to pay his debts, and requested the aid of the said Surrogate in the premises, pursuant to the statute in such case made and provided; and the petitioner having delivered to the said surrogate the amount in the said petition mentioned.-- Whereupon it is ordered by the said Surrogate that all persons interested in the estate of the said Andrew Parker, deceased, do appear before him, the said Surrogate, at his office in Salem, in the county aforesaid, on the 23rd day of May next, at one o'clock in the afternoon of said day, to shew cause (if any they have) why so much of the real estate of the said Andrew Parker died seized, should not be sold as will be sufficient to pay his debts.

NOTICE
Is hereby given, that by virtue of an order of the surrogate of the county of Washington, we, the undersigned, shall expose to sale, at public venue, on Friday the 27th day of September next, at two o'clock in the afternoon of that day, on the premises herinafter described, all the real estate whereof Andrew Parker, late of Granville, in the county of Washington, died seized, consisting of the farm situate in Granville aforesaid, on which the said Andrew Parker lived at the time of his death, bounded generally as follows: on the east and north by lands called Martin's land, and the lands of Abraham and Joel Reed, south by the lands of Savage and White, containing about four hundred and fifteen acres.

From the Norfolk Beacon of August 17.
Spurious Bank Notes -- A man of good personal appearance, calling himself Truman Parker, and stating that he is a native of Connecticut, was yesterday brought before the Mayor of this burrough on a charge of passing counterfeit bank notes. He stated further that he is a pedlar and had been trading in New-Kent County in this state, where he had left his wagons and proceded to New York, for the benefit of his health, whence he had returned in the sloop Flag, which arrived here on Tuesday.

It appeared in evidence that he had, immediately after his arrival, passed a three and a five dollar note of some of the Banks enumerated below, paid his passage in the sloop Flag with a ten of the Eagle-Bank, New Haven, the same noted in the following list of money found on his person, having exchanged it for good money, as soon as it was discovered by the captain not to be genuine. He made a fourth attempt to pass three other of the denomination of three dollars, which are also included in the subjoined list, but upon their being refused, he very promptly exchanged them also for genuine notes. The Mayor, considering the fact of fraudulent intention sufficiently established by the testiomony, committed him for trial at the next quarterly term.

The following is a list of all the money found on his person, in which the counterfeit notes are designated.
