I searched the Irish Family History Foundation's database. It contains 12,000,000 surviving rcds for abt 65% of Irish counties. Rcds are increasingly sparce B4 1840, rare B4 1800. Without a known county, the chance that your ancestors are in this database is AT LEAST 35%.

Hughey is likely a "pet" name. It would have been rcd'd as Hugh on the parish/civil registers.

For Hugh Lynch B ???? in the existing database, I found 173 B rcds. There are 0 rcds for a Hugh Thomas. This isn't unusual as the middle name was often ignored.

Using a possible DOB of 1855 +/- 4 yrs, I found 13 B rcds.
Suggest you search census rcds to find the exact yr of birth, and possibly a placename in Ireland.

Google the Foundation's name to lead you to this database. Register, opt to be notified as rcds are added and browse. Pls post your search results to my genforum msg.

Hope this helps. Good luck.
