The University of St. Thomas is in St. Paul, MN. They have a lot of Luxembourg records in their special collections library but it seems that the information you have on your ancestors indicates they came from Germany not Luxembourg.

The Mormon Church has a lot of the Luxembourg records online but they are not indexed. You could have to "browse" them.

Scroll down and select Europe, then Luxembourg and then Luxembourg Civil Registrations 1793-1923. Select "browse images" which will take you to a list of places.

I looked at the map of Germany and it seems that Cologne would have been pretty far from Luxembourg unless the family started there and moved to Germany.
