Handwritten Prayer Book

A relative has a pocket book filled with Mass, Vesper, Confession prayers, etc., all handwritten in German script. The prayer book was given to an ancestor in 1813 by Michel Weber, former schoolmaster at Huncherange, Luxembourg.

Were handwritten prayer books like this unusual?

Could someone translate a note written inside the cover?
"batternalwe biewer gal weisen hanwer Muder nel"

Can anyone tell us more about Michel Weber?
