SOURCE OF BINAT NAME

Thanks to Jean Ensch, I now know the exact spellings and dates of a marriage of John Binat, aka Jean Binad, to Elisabeth Wagener aka Elisabeth Wagner(s) in 1780 in Shinderbuyren, Luxembourg. What I am wondering is this: I have a copy of a small index card from some ministry office that says something in French like: Jean Binad, born in 1785, a journalier, was naturalized from Belges and said there was an "epoch" inscription that says 1825-1830.
Does this little card have to do with political alignments? I don't get it, because Shinderbuyren, where he was born, WAS a part of what was Luxembourg at the time.
And: what is a "Journalier"--a journalist or a journeyman? Thanks to anyone who can help. I have a universal translator program that could not handle the intricate meanings of this French language--it didn't tell me anything more than what I could figure out on my own.
