After more investigation, I found out at least Lola Dorothy Allen and Donovan D. Allen were stepchildren of Robina. Her husband was in 1910 census with his first wife Lola. It's quite likely that Sue also belonged to this first wife. I couldn't find any of the children in the Ancestry.com CA birth index to see Sue's mother's maiden name, though all these children were born in the index year range.
To my surprise, the 1930 census had these three (adult) children in the household of widowed stepmother Mae L. Allen. So both Henry and Robina must have died between 1920-1930. Looking at Mae's age, birth state, and what was given for parents' birth places, this is none other than Robina's sister Elizabeth May Loy, who obviously married her widowed brother-in-law before his death.
