Raul, I am not an attorney and can only reply based on what I have observed. It apppears in these cases that the term "unknown heirs" is a rather generic term to describe anyone who may be an heir but is not represented by the attorney filing for the plaintiffs.
There are sometimes hundreds of people who are not plaintiffs represented by the filing attorney. These "unknown heirs," by this terminology, respond through their own attorneys.
You are right that legal notices in newspapers in small communities may not be the best way to reach people scattered all over the country, but that appears to be how the law mandates notice be given.
I have not checked since the 20th, but it is my understanding there are/will be respondents for several of the cases in Zapata county. Many of these people have been working on these cases for a couple of decades.
