I knew a Bill Long who spoke with a Britsh accent when I was growing up here in California. Do you suppose that was him?
Just kidding. Seriously, you can narrow down your search a little. If your F-in-L was born in 1940, his parents were probably born in the 10's or 20's. That is still a broad range, but narrower than no date. If he is still alive you can ask him about his family; he'd probably enjoy the attention. If he is dead, you can try for a death certificate, obituary, funeral home records or cemetery records. The Mormons just put the 1881 UK census on-line at familysearch.org. Once you get back to there you'll have all sorts of possibilities.
Did your father-in-law or husband emmigrate, or are you talking about the UK Longs? I ask because 80% of the people on GenForum are from the US of A. It helps to say on what continent your mystery ancestors are likely to be found.
