The Andrew LOCKER that served in the VA Milita in the War of 1812 and married Sarah TURNER in October 1819 in Albemarle Co VA is the Andrew Locker who moved to Carter County KY by 1827.
He is listed in "Kentucky Land Grants", Volume 1 Part 2, as follows:

I have the death certificate for Andrew's son, Andrew Jackson Locker (b. Feb 20, 1844, d. Sept 5, 1916 which shows his parents as Andrew LOCKER born in VA and Sarah TURNER born in VA.
I have a bit more on a couple of Andrew's children, if you are interested. I have not found any connection between this Andrew Locker and my own Locker line.
My line descends from John LOCKER b. about 1770 probably in VA married Nancy BURTON on November 6, 1792 in Madison County KY.
