Francis Locke, Sumner/Smith Co., TN

Here is a mystery person: Francis Locke appeared in Sumner Co., TN by 1799 and seems to disappear after 1803. Who is he, where did he come from, and where did he go? I think he may have been from Rowan Co. because of the company he kept. Here's what I have on him:

1799 Signed petition to create Smith Co.
1800 Bought Negro girl, Jude
1801 Witnessed three deeds between Griffith Rutherford and Thomas Walker
1802: Deed. William Moore to James Gibson, John Douglass, James Gardner, John Barr, James Hibbits and Francis Locke as trustees appt. by the congregation of Alexandria, 1 acre on Goose Creek, inc. the meeting house.
1803 William Wright m. Nancy Cochran; Francis Locke signed
